How do I negotiate for a cost-of-living adjustment?

Q. My facility just was closed. Approximately 80 hourly employees were eliminated, as well as 90 percent of the salaried workforce. I am one of the lucky 10 percent who are being offered postions at a different location. I currently live in a state that has a low cost of living and will most likely be asked to move to a state that has a much higher cost of living.
