Ronald G. Sabbagh has been appointed vice president of software development and special projects at L-3 Communications.   . . .    Robert Harrison has joined Optiva Inc. as vice president of sales and display marketing. He was previously senior vice president of the direct view display group at Three-Five Systems Inc. Optiva, of South San Francisco, Calif., makes advanced self-assembling ultrathin materials, or nanomaterials, for optical applications.   . . .   Joseph Jeng has joined the board of OmniVision Technologies Inc., a supplier of CMOS CameraChip solutions for high-volume imaging applications. He replaces Tsuey-Jiuan Chen, who resigned to pursue other business interests.   . . .   DALSA Corp., of Waterloo, Ontario, announced it has received three camera orders, totaling over $1.8 million, from Asian flat panel display inspection instrument manufacturers. The orders were placed by three producers of defect inspection and yield management tools for flat panel display production process control. Two of the orders are for DALSA’s latest generation of high-speed digital linescan camera, the Piranha2; the third is for DALSA’s CT-F3 high-speed TDI camera. DALSA said it expects to ship the orders during the next two quarters.
