APA Optics has announced that its CFO, David Peters, will resign effective August 8 to accept a position with a private holding company in Eau Claire, Wisc. APA Optics Inc., based in Blaine, Minn., manufactures advanced products for the fiber optic communications, optoelectronics and laser industries, including dense wavelength division multiplexers, ultraviolet detectors, nitride epitaxial layers and custom optics.   . . .    Eastman Kodak Co. has licensed Truly International Holdings Ltd., a Hong Kong-based manufacturer of liquid crystal displays and consumer electronics products, to make and sell the passive matrix version of its organic light-emitting diode (OLED) technology. The royalty-bearing license allows Truly to use the passive-matrix OLED modules in a variety of flat panel display applications and to purchase Kodak's patented OLED materials for use in manufacturing displays.   . . .   Cree Inc. announced it has begun volume production of its new RazerThin light-emitting diode products, available in 460 nm and 470 nm blue versions. Potential applications include next-generation blue and white keypad backlighting and digital camera flash for mobile appliances.   . . .   Rockwell Collins has been selected by General Dynamics' Eagle Enterprise as a lead subcontractor for headgear design for Phase II of the US Army's objective force warrior advanced technology demonstration program. The work will be performed by Kaiser Electro-Optics, a Rockwell Collins company, which was a subcontractor for technical support during Phase I of the program.
