HONG KONG, Aug. 14 -- Elephant Talk Communications Inc. announced it has formed a partnership with Guangdong Belton Telecommunications Technology Development Co. Ltd. to gain access to a nationwide fiber optic network in the People's Republic of China (PRC). The company plans to use the network to launch new Internet protocol-based services and to enhance its existing services in Greater China, Taiwan and Hong Kong.

ElephantTalk, based in Hong Kong with offices in California and Singapore, will acquire a fifteen-year right of access and purchase rights for controlling ownership in Belton's 9,000-km nationwide fiber optic backbone network, valued at approximately $200 million in 2002.

ElephantTalk said the agreement expedites its strategy to develop a comprehensive, nationwide fiber optic network in Mainland China.
